Context
In addition to the unforeseen global challenges brought by the Covid-19 pandemic, sadly, Africa continues to face evermore frequent socio-economic and health impacts with increasing intensity, looming humanitarian disasters due to droughts, disease and health outbreaks, armed conflict, extreme weather events such as flooding and cyclones, and much more. Building on Action on Disaster Relief's (ADR) successes in Latin America & the Caribbean since 2016, this inaugural Africa Forum will look at the nexus between health, disaster agencies and governance etc., and examine whether existing means can reduce the impact of disasters and stand up to demand, whether backbone elements such as inter-agency leadership/cooperation, finance mechanisms and communication structures are sufficient, and whether meaningful regional coordination is able to take place.
 
Action on Disaster Relief – Africa’s (AADR2021) virtual event provides participants with all the benefits of an international conference without the travel, through the safety of your Internet browser. Attendees will have the opportunity to interact at virtual booths, stream pre-recorded discussion panels and participate in live Q&A sessions, network in chat forums and meet 1-2-1 with some of the region’s leading disaster relief experts. AADR2021 sets out to further regional and international cooperation and promote meaningful public-private partnerships that help harmonise the efforts of donors, communities, and aid agencies across the African Continent.

UNDRR Workshop - Private Sector Engagement for Risk-informed Development & Investments
The Sendai Framework for disaster risk reduction 2015-2030 recognizes the private sector as a major stakeholder group and states that “There is a need for the public and private sectors and civil society organizations, as well as academia and scientific and research institutions, to work more closely together and to create opportunities for collaboration, and for businesses to integrate disaster risk into their management practices". Engaging with the private sector will promote innovation, practical solutions and approaches that influence the future of disaster risk reduction across the continent. Disasters cause negative impact across many sectors including manufacturing and business alike. Any development project or Business that is not risk informed is not sustainable. Unfortunately, the African continent happens to be the most vulnerable to both natural hazards and man-made disasters.
 
How can the DRR and Climate Change practitioners engage with private sector to effectively cushion them from heavy losses on their investments as a result of disasters?

IFRC Logistics Supplier Workshop
The International Federation of Red Cross and Red Crescent Societies (IFRC) Africa Regional Office will host a dedicated workshop open to all AADR2021 delegates and sponsors looking to find out more about how to become a supplier for the IFRC. Attendees will learn who IFRC are and what they procure and contract. There will be a presentation of their online item catalogue, who is purchasing in the IFRC, their Regional Logistics Units, and the process to become a registered supplier including how to obtain tender documents whilst sharing valuable contact details.

Doing Business with the UN
The United Nations Secretariat Procurement Division's (UNPD) Global Procurement Support Section (GPSS) based in Uganda will host an open session for all AADR2021 delegates, presenting fundamentals on doing business with the UN. This session will look at the principles of UN procurement, the UN system, areas of operation and types of goods & services, statistics, and challenges in peacekeeping procurement. This workshop will be very informative for those wishing to learn more about UN procurement, and will also feature a Q&A session, an excellent opportunity to ask any questions to aid your UN procurement efforts.

Panel 1: Disaster Risk Reduction (DRR) & Preparedness (60 mins)
With natural disasters, largely climatic, increasing almost 35% in both frequency and intensity since the 1990s, ADR-Africa 2021’s opening Panel discusses coordination challenges, looking specifically at vulnerability improvements, ensuring resources get to where they are needed most. Panellists address Governance and the significance of anticipatory action; the importance of information i.e. its availability and access to early warning thus, early action (effective forecasting). Not forgetting, DRR in the context of fragility; looking at how he effects of slow-onset disasters becoming ever more devastating when accompanied by conflict. Additionally, this session looks at sustainable partnerships, be they cross-border collaborations, efficiencies through community engagement, social, and/or private partnerships.

Panel 2: Resilience & Response (60 mins)
Sadly, many communities suffer repeatedly, with little time to recover let alone prepare. Panel 2 discusses enhancing inter-agency cooperation and coordination with regards to flexible, inclusive response, empowering communities by considering the rights of people and their culture. The building of resilient communities through women-led grassroot efforts and adaptative strategies thus, utilising local knowledge to secure food and livelihoods, and influence development post-disaster. This session also looks at resilience through renewable sustainable solutions, plus the value in capacity building whilst supporting existing capabilities. Does social media have a bigger role to play, and would this further youth empowerment efforts?

Panel 3: Health Emergencies - The COVID-19 Pandemic (60 mins)
The COVID-19 pandemic has highlighted many health emergency challenges across the globe however, the effects are likely to last longest across the African continent. At the same time, Africa must continue to address its many other heath emergencies including HIV/AIDS, Ebola etc. Panel 3 discusses global equitable access, the COVAX (COVID-19 Vaccines Global Access) programme, storage, and delivery. As with many health emergencies, fringe communities are hard to protect, with the most vulnerable suffering the most. Whilst discussing treatment facilities, tracking, and reporting, panellists assess the robustness of regional networks and the significance of coordinated activities. Amongst other partnerships, does strengthening private sector relationships develop risk and prevention measures sufficiently?

Panel 4: Infrastructure Challenges - Technology & Innovation (60 mins)
Here we look at technology and innovation as an enabler; offering significant improvement to the quality and management of aid, it delivers secure solutions with quick and accurate assessments. However, affordability, standardisation, and simplicity remain challenging factors. Panel 4 once again touches on community empowerment - building self-resilience through developing local capabilities i.e. investing in people. Panellists discuss the significance of ICT in disaster management and continent-wide coordination, including communications, power, and security advancements. This session also looks at climate-resilient urban and rural infrastructure systems, whilst discussing the need to utilise resources outside of emergencies.

Panel 5: Displacement & Population Movement (60 mins)
Perhaps aptly described as ‘a continent on the move’, Africa experiences both conflict-induced and disaster-induced migratory configurations from refugee flows to labour migration and of course, internal displacement (both domestically and cross-border). Over 31 million Africans live outside the country of their birth, the majority within the African continent. AADR2021 day two commences with panellists discussing the effects of continent-wide security issues such as border crime, extremist groups, human trafficking and smuggling, the countering governance mechanisms (their efficiency), as well as issues such as human rights, international protection and much more. This session also discusses the effects these challenges are having on the COVID-19 pandemic i.e. it’s spread, and the need for safe, secure shelters and stable environments.

Panel 6: Water, Sanitation & Hygiene (WASH) (60 mins)
Whilst clearly linked to the COVID-19 pandemic, sustainable management methods of water and sanitation underpin wider efforts to end poverty and advance sustainable development. Panellists discuss how the COVID-19 response has highlighted the significance of implementing emergency WASH interventions, hygiene promotion, improved viability of hygiene products and supply chains, as well as enhancement of sustainability of hygiene outcomes. Panellists illustrate the significance of data and monitoring with regards to global progress whilst accounting for local circumstances and eliminating inequalities. Panel 6 also looks at managing resources & partnerships, environmental issues, and ecosystems implications.

Panel 7 looks at yet another crucial disaster relief element, once again highlighted by the COVID-19 pandemic. Panellists discuss coordination challenges, the reliability of regional networks, and security issues regarding the movement of both supplies and humanitarian actors. This session also assesses the significance of accurate and efficient dependable logistics. Touching on technology as an enabler again, innovativeness is aiding fringe communities and remote areas using drones and sky drops etc. but is it affordable and scalable?

Panel 8: Climate Change, Agriculture, Food & Nutrition (60 mins)
As touched on in panel 1, AADR2021’s concluding session looks at everyday factors and those sadly effected by increased climatic related disasters across the African continent. Panel 8 discusses climate-smart policy and community-based adaptation, whilst considering greening programming and all the while, securing investment! Panellists look at how smart, sustainable cities can be developed and maintained for their communities, and how they can become the new ‘normal’ for Africa’s long-term development. Panellists also illustrate the many agricultural and environmental challenges including ecosystem degradation, climate variability and change, the use of unsustainable production methods, limited technical and financial resources, all threatening agricultural production and food security.
