Major General Arnold Fields is a Fellow and member of the Board of Directors of the National Academy of Public Administration (NAPA) in Washington, DC. He is also a Special Government Employee and consultant with the U.S. Department of Defense. He retired from the United States Marine Corps in 2004 at which time he was serving as Deputy Commander of U.S. Marine Corps Forces in Europe and Africa. Previous military assignments included Commanding General of all Marine Corps Bases in Hawaii; Deputy Commander of Third Marine Expeditionary Force; Commander of U.S. Central Command’s Forward Headquarters; Inspector General of U.S. Central Command; Director of the Headquarters Marine Corps Staff at the Pentagon; Commanding Officer of all Marine Corps Embassy Security Guards in North Africa and the Middle East; and Commander of a motorized infantry battalion in combat during the 1990-91 Gulf War. Post retirement civilian positions included Chief of Staff of the Iraq Reconstruction and Management Office at the U.S. Embassy in Baghdad; Deputy Director of the Department of Defense Africa Center for Strategic Studies; and Special Inspector General for Afghanistan Reconstruction (SIGAR) responsible for oversight of over $60Bn appropriated for Afghanistan’s reconstruction.

Dinah Kyasiimire is a female Police officer serving in the Uganda Police Force with experience of 18 years in policing and also with a Bachelors degree in law from Makerere University in Uganda and a Diploma in Legal Practice from the Law Development Centre-Uganda. Dinah has served in different capacities as a police officer at national and international level. Currently, she serves as the Head of the Police Component at the Eastern Africa Standby Force, Nairobi Kenya. Previously, Dinah served in United Nations African Mission in Darfur as a Gender and Child Protection officer, and also in the United Nations Mission in Sudan as a Human Rights officer, and later as a Gender and Child protection officer. At the national level, Dinah has served as an operations officer as well as an investigator at the divisional level. She has been and still is a legal advisor and Human Rights officer for the Uganda Police force.
Cdr Tuemay Aregawi Desta

Tuemay is a former Ethiopian police commander. He has served with the Ethiopian government at various positions including head of the office of the Federal Police and Penitentiary Bureau, Police Reform, Deputy Director General of Ethiopian Customs Authority. He had also been involved with different regional and international organisations as senior expert and researcher/consultant including the UNDP, African Union, and Global Center on Cooperative Security. Tuemay has authored articles on human trafficking and smuggling, counter violent extremism, money laundering and terrorism financing. Tuemay has studied postgraduate study programmes - MSc in Organisation Development and Consultancy (Sheffield Hallam University, UK), Postgraduate Diploma in Security Sector Management (Cranfield University, UK) and MA in Managing Peace and Security in Africa (ongoing, Addis Ababa University, Ethiopia). Tuemay has also developed border security and management curriculum to the AU Border Programme and has participated in the development of the AU border governance strategy. He also partnered with other colleagues in developing the Somali Inland Strategy and Action Plan to Counter Piracy which is now being implemented under the MASE project. Tuemay has an extensive experience in peace and security fields and particularly on transnational security threats in the Horn of Africa region. Since 2013 Tuemay is working as head of the Counter Transnational Organised Crime Pillar of the IGAD Security Sector Programme.

Sambujang Fatty is a native of Jangjanbureh (Georgetown) Central River Region in the Republic of the Gambia. He possess a bachelor’s degree in Human Rights and in September 2018, he will graduate at Ruhr Universitat Bochum in Germany with a master’s degree in Criminal Justice, Governance and Police Science. Sambujang was enlisted in the Gambia Police Force in January 1994 and gradually rose to the rank of Superintendent of Police. Prior to his deployment to the United Nations Mission in South Sudan (UNMISS), Sambujang served as the Director of Gambia Police Force Peacekeeping Training Center. During his 24 years Police career, Sambujang had the opportunity to serve in various units of the Gambia Police Force such as Prosecutions, Criminal Investigations Department, Operations and more. Sambujang’s expertise are diverse having provided security, safety and protection services while serving with the Gambia Police Force and the United Nations Peacekeeping missions in Darfur and Liberia

Dr. Geyre has also served as Professor within the School of Business at Jomo Kenyatta-Savannah University in Mogadishu, and HRM consultant with the QUEST-MIDA (IOM) program attached to the Ministry of Planning & International Cooperation (MoPIC) in Garowe, Puntland-Somalia. Mr. Christo Myburgh is a former South African Army Officer with post-military experience in security risk consulting and stabilisation strategies. His ten year military career included undergraduate studies at the South African Military Academy and service in 44 Parachute Regiment. Complementary to his military career, he successfully implemented stabilisation programmes for two years in Afghanistan. Christo worked for over four years as a Senior Security Risk Consultant for G4S where he provided comprehensive security risk consulting services to multinational and international public-sector organisations in various African countries. He was subsequently appointed as the Chief Regional Security Officer for East Africa at the African Development Bank Group. Christo holds a MBA (cum laude) from the University of Stellenbosch Business School.
Dr. Zabulon Yoti

Dr. Zabulon Yoti is a public health veteran with over 20 years’ experience in clinical and public health practice. He is best known for his leadership in coordinating public health response to disease outbreaks, natural and man-made disasters. Dr Yoti has provided direct field support to several African countries in responding to disease outbreaks.

Dr Yoti, from Uganda, works in the World Health Organization Emergencies (WHE) Programme in the African Regional Office (AFRO) based in Brazzaville, Congo. He is the Technical Coordinator for WHO AFRO WHE. From June 2014 to December 2015, Dr Yoti was re-assigned as part of WHO AFRO surge deployment for Ebola response in the West African Region with responsibility of providing technical leadership and coordination of the outbreak response. From November 2014 to December 2015, he was the WHO Deputy Head of Office for Sierra Leone where he successfully led WHO’s technical team and partners in responding to the Ebola Outbreak in Sierra Leone. He had previously participated in responding to several Viral Haemorrhagic Fever outbreaks in the African Region.

Jalal has over 30+ years of professional experience in international development, corporate social responsibility, peace and security studies and grant making project design and enhancing the capacity of no- profit organizations. He began his career as researcher at the University of California, Los Angeles (UCLA) African Studies Center. He then worked as Grant manager for USA for Africa (the We Are the World project) in California. He was a co-founder and CEO of the Inter-Africa Group, a regional think tank based in Ethiopia. He served in the Ethiopian Telecommunications Board of director for over seven years where he assisted in its modernization, migration from analog infrastructure to a digital one and its expansion.

Raymond Kitevu is the Conflict Early Warning Expert of the Common Market for Eastern and Southern Africa which has its headquarters in Lusaka, Zambia. His responsibilities include coordinating the COMESA Conflict Early Warning Mechanism (COMWARN) conflict prevention initiatives towards addressing and resolving the diverse conflicts affecting the COMESA Sub-region in collaboration with the African Union, other Regional Economic Communities, NGOs, civil society, governmental institutions, international organizations and other relevant stakeholders. Before joining COMESA in 2014, Mr. Kitevu had over fifteen years of professional experience working in the field of peace and security with national and international NGOs in Kenya and Eastern Africa, as well as other institutions including IGAD, UNDP, and UN agencies.

BG (ret.) Amnon Sofrin, from 1973 to 2003 with the Israel Defense Forces (IDF), fought in the Golan Heights of 1973 and in many operations after the "Yom Kipur War". In 1977 he was transferred to the Intelligence Corps and was positioned in fighting units as well as an Analyst in the Military Intelligence Production Division. In 1990 BG (ret.) Sofrin was appointed as the CO of the Combat Intelligence & Reconnaissance School, later to serve as the G-2 of Israel's Central Territorial Command and in 1996, he was appointed as the head of the Tasking Division within Israel's Military Intelligence. His last assignment with the IDF was Chief Combat Intelligence Corps, which he established (2000) and commanded for 3.5 years and retired as a Brigadier General. After retiring from the IDF in 2003, BG. Sofrin was assigned to a senior position within Israel's Security apparatus as Head of Intelligence Directorate of Israel's Secret Service until 2008. BG (ret.) Sofrin has a BA in Political Science from Tel Aviv University and a MA in Political Science & Security Studies at Haifa University (1993). He is currently the Marketing VP, Africa in Israel Aerospace Industries (IAI).

Prior to this operational deployment he spent 4 years in Southern Africa, delivering capacity building training for contingents deploying on UN operations and professional military education within African Military Academic Institutions. Holds a Masters in International Relations (University of Madras, India), lives in Edinburgh and is a member of the Royal Company of Archers, Queen’s Body Guard for Scotland.

Mr. Aderemi Adekoya is the Principal Coordination Officer in the office of the Joint Special Representative/Joint Chief Mediator (JSR/JCM) of the United Nations–African Union Hybrid Operation in Darfur (UNAMID). He is responsible for the provision of effective direction and integrated management of UNAMID's activities in line with the Mission’s mandate and the JSR’s strategic vision. Mr. Adekoya is charged with facilitating the translation of the Mission leadership's policy intent and direction into viable tasks and priorities by: providing strategic advice to the JSR on key management matters, including UNAMID’s exit strategy and various strategic assessments as well as the implementation of key recommendations and guidance from UN Headquarters and the African Union Headquarters. Prior to taking up his current position, Mr. Adekoya’s responsibilities within UNAMID included the role of Acting Mission Chief of Staff and Chief of Service of the Disarmament, Demobilization and Reintegration Section. Mr. Adekoya joined the UN in 2002 and has served in three peacekeeping missions, including support to African Union in the deployment of AMISOM peacekeeping forces in Somalia. He also support the Darfur peace talks in Abuja and Doha through provisions of technical assistance to the parties on security arrangements and disarmament. Before joining the UN, Mr. Adekoya worked with the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) for over four years and with the Ministry of Education, in Addis Ababa, Ethiopia, for two years. Mr. Adekoya holds a Ph.D. in Mechanical Engineering and is a certified project manager, with a certificate in Terrorism and Counterterrorism.

Alice Hunt Friend is a senior fellow in the International Security Program at the Center for Strategic and International Studies (CSIS), where she focuses on African security issues and American civil-military relations. From 2012 to 2014, she was the principal director for African affairs in the Office of the Under Secretary of Defense for Policy, where she focused primarily on North and West African counterterrorism policy. She joined the Department of Defense in 2009 as special assistant to the under secretary of defense for policy and also served as the senior adviser to the deputy under secretary of defense for strategy, plans, and forces and as country director for Pakistan. She has held previous research positions at CSIS and the Center for a New American Security in Washington, D.C., and has worked at the International Labor Organization in Geneva and with the Senegalese Association for Research, Study, and Aid to Development. Ms. Friend is a doctoral candidate at American University’s School of International Service, where she focuses on the civil-military relations of special operations, unmanned systems, and cyber warfare. She is a term member of the Council on Foreign Relations and holds a master’s degree in international relations from American University and a bachelor’s degree in government from Smith College.

Lt Col Diers has over 25 years of service with the German Bundeswehr. During his career, he focused on asymmetric warfare, and integrated operations with humanitarian actors for Peace Enforcement and Peacekeeping. He served as chief military intelligence, UNMISS Force Headquarter in 2013/2014. Since December 2014 he is a seconded member of the UN DPKO OMA Assessment Team. For the past 3,5 years Lt Col Diers is holding the position of the leading analyst for Sahel and the East Africa region. In this capacity his team provides strategic political and security analysis, and advise to DPKO leadership on security and military related developments in Peacekeeping operation in preparation for anticipated/expected challenges. Prior to his work with UNDPKO, he worked in security, training, networking and analysis with most of his work experience with the German Bundeswehr, German State Department (Defense Attaché), and UNDPKO, in conflict zones.

Mark Connelly started working for the United Nations Mine Action Service in April 2005 as a Regional QA Officer for the UNMAS South Sudan office. Since then he has been employed management roles in several UNMAS programmes including Afghanistan, Abyei supporting UNISFA, and Somalia supporting UNSOS before being based in his current post in Nairobi. Mark has considerable management and operational experience within a diverse range of counties including Sudan, South Sudan, Ethiopia, Afghanistan, Iraq, Iran, Denmark, and Kosovo. Amongst his travels, Mark has had the pleasure to work closely with the Kosovo Defence Force, American Military, Afghanistan National Police, and the Iranian Ministry of Defence to name but a few.

Koos Joubert is the Technical Adviser at DCD Protected Mobility with the responsibility for technical support and development of Mine Detection Vehicles and Armored Personnel Carriers. Prior to joining DCD Protected Mobility, Koos worked at Armscor where he was managing all the Landwards Programs and R&D Projects on behalf of the South African Defence Force. Notable is his 42 years of service at Armscor, he was one of the pioneers to develop Mine Protected Vehicles in South Africa. Koos received a diploma in Mechanical Engineering at Pretoria Technical College in 1974 and has achieved many post graduate training in several Engineering disciplines and Systems Engineering in South Africa and abroad. As an officer in the then SADF, Koos also has extensive military operational experience and has firsthand knowledge of the performance of vehicle product systems in operational conditions.

During his career, James commanded a sub-unit in combat, he has been instrumental in revamping the physical and electronic security for Central Bank of Malawi, as well as developing the Security Unit at the Paladin Uranium Mine in Malawi. James is currently supporting the African Development Bank Group’s operations in East Africa, with oversight over Somalia.

Lt. Gen. Johnson Okot Jekery Loyang is the Deputy Chief of Defence Forces (D/CDF), SPLA. He joined the SPLA in 1984 and acquired his military training in Ethiopia. He served as Assistance Chief of Defence Forces for Administration & Finance, SPLA, in the year 2017/2018. He once held a position of Director General for the Directorate of Policy Planning & Research in the Ministry of Defence & Veterans Affairs (MOD&VA) in the year 2016/2017 before he was transferred back to the SPLA GENERAL HEADQUARTERS for service. Furthermore, he served as a director in the office of the President and once as a director for Logistics, SPLA. He is also tasked to chair the Security Sector Review Committee of the Republic of South Sudan. Lt. Gen. Johnson Okot is a career soldier who held several command positions in the SPLA during the war and after independence of the Republic of South Sudan. Besides Military Career, Lt. Gen. Johnson had the opportunity to serve as a politician. He served as a Deputy Governor and Care Taking Governor of the Former Eastern Equatoria State in the Republic of South Sudan. In addition to both military and political work experiences, Lt. Gen. Johnson Okot is also highly educated. He is Phd candidate, holds Masters of Business Administration (MBA), masters in Security Studies and bachelor degree in Human Resource Management (HRM).

Peter Wood is a Global Security Adviser for Oxfam, an International Non-Governmental Organisation (INGO). He is currently living here in Nairobi with a thematic security oversight of East Africa, as well as many other global functions such as internal reporting, systems and communication. Having previously lived and worked in DR Congo and Jordan, he has an in-depth knowledge of both East Africa and the Middle East with regards to current and ongoing security operations and how they relate to the humanitarian sector. As a former Captain in the British Army, Peter has over 15 years’ experience in the security sector both from a military and humanitarian view-point and has completed operational tours of Northern Ireland, Iraq and Afghanistan in roles ranging from peace support, close protection to providing support to the USMC and Estonian Army in Helmand province.

I have over 15 years’ experience in humanitarian security management in Africa. I have extensive experience with International Non-Governmental Organizations (INGOs) conducting security risk assessment, risk analysis, risk management, asset protection, mitigation, security surveys, audits, capacity building, HEAT training and advising on business continuity and crisis management to ensure organizational resilience. I have worked extensively in challenging conflict and post conflict environments including the Democratic Republic of Congo, Somalia, Liberia and Darfur.

General Abdihakim Sa'eed served as the former Somali Police Force Commissioner and began his police career very early on in Somalia, having 41 years of experience. He worked within the
anti-smuggling, laundering and tax evasion arena in the northern regions before moving to head the security division of the same department in Mogadishu. General Saeed played instrumental roles during the Arta Conference and Transitional Federal Government and Counter Terrorism efforts, whereby great efforts and advances were made in recapturing the city and outskirts rom Al Shabab. He continues to be a focal point and influential leader regarding the complex security landscape in Somalia.
