Honorable Motuma Mekassa has been a Member of Parliament (MP) since 2010. Before his current appointment as National Security Adviser to the Prime Minister, Hon. Motuma held the position of Ethiopia's Minister of National Defense, Minister of Mines, Petroleum and Natural Gas and Minister of Water, Irrigation and Electricity. Previously, he has served as a leader of different government sectors at the regional level and as junior expert, expert and senior expert of the planning and programming department. In addition, Hon. Motuma has served as a chair-person and as a member of boards in different institutions at regional & federal level and has organized workshops, led teams of government experts and planners, community leaders, promoters and technicians in knowledge exchange and emergency response areas.

Honourable Lemma Megersa, born 26th July 1970, has served as the Minister of Defense of Ethiopia since being appointed on 18th April 2019. Previously Mr. Megersa was the President of the Oromia regional state of Ethiopia, having served as speaker of Caffee, and Deputy Chairman of the ruling party in the region, Oromo Democratic Party. He received a bachelor's degree from Addis Ababa University in Political Science and International Relations, in addition to a master's degree in International Relations from the same university. Mr. Megersa also received an honorary Doctorate degree from Jimma University in 2018.

He also graduated in Degree/Bachelor of Arts, Science Information Technology with BED degree in Electrical/Electronic Technology from Adama University Science & Technology, and in Masters of Art’s Degree in Diplomacy & International Relations from Ethiopian Civil Service University Addis Ababa, Ethiopia. He has worked in different positions at the Ministry of Defense such as, peacekeeping main Department Human Resource Administration, Foreign Relation & Military Cooperation Directorate. Norm’s career included positions in Industry, Academia and Professional Associations all focused on developing capabilities across Cybersecurity, Electronic Warfare, and Strategic Operations. Norm served as the Executive Director of Operations for a professional association dedicated to researching and disseminating new information in areas such as electronic warfare, cyber operations, and information operations integration. Norm was also the senior vice-president for a cyber-analytics company executing engineering efforts at USAID, Security Exchange Commission and multiple military programs. His current focus at Honeywell is establishing connected defence and cybersecurity capabilities to include satellites, manned and unmanned vehicles and the supporting Industrial Internet ecosystem.

She was appointed as the Deputy Special Representative of INTERPOL to the African Union on May 1st 2016. Before joining INTERPOL, Mrs. Abrha was the Head of Office of the Ethiopian Federal Bureau of Crime Investigation. Mrs. Abrha joined the Ethiopian Federal Police Commission in 1993 as an Adult’s Academic trainer and also served the Ethiopian Federal Police Commission Crime Investigation Bureau in different positions including Head of Human Resource Management Department. She holds a Master of Arts Degree in Human Resource Management and a Bachelor of Arts in Business Administration and Information Systems.

Dr. Walters Samah is a conflict resolution specialist & governance expert currently serving as Head of the Joint Mission Analysis Cell of the AU Mission in Somalia (AMISOM) and is in charge of providing forward-looking contextual analysis of the operational environment area and strategic advisory support to the mission leadership. Before assuming this position, he was Political Advisor for the same mission, a post he held for three years. Previously, Dr. Samah served as Mediator & Dialogue Facilitator for the Danish Refugee Council in Central Africa Republic, Parliamentary Strengthening Specialist for the USAID/DAI in Haiti and Civil Affairs Officer for the UN Stabilization Mission in Haiti, respectively. In addition, Dr. Samah is Member of the Board of Directors of Communities in Transition (CIT), a US-based organisation that empowers people to address conflict-related challenges in collaborative and sustainable ways.

Abdisaid Muse Ali serves as the National Security Adviser to the President of the Federal Republic of Somalia. Before his appointment to the FGS, Abdisaid served as Regional Political Adviser to the EU Special Representative for the Horn of Africa, with a focus on political instability, radicalization & violent extremism in the region. Abdisaid’s previous roles include Somalia Country Representative for Nordic International Support Foundation, and Senior Consultant on Border Management, Radicalization Process & Maritime Security for IGAD. Abdisaid has also held research and analysis roles for IGAD, Kenya’s Foreign Service Institute, Kings College London’s Futures Project, and the Center on Global Counterterrorism Cooperation in Addis Ababa. Prior to joining DCD Protected Mobility, Koos worked at Armscor where he was managing all the Landwards Programs and R&D Projects on behalf of the South African Defence Force. Notable is his 42 years of service at Armscor, he was one of the pioneers to develop Mine Protected Vehicles in South Africa. Koos received a diploma in Mechanical Engineering at Pretoria Technical College in 1974 and has achieved many post graduate training in several Engineering disciplines and Systems Engineering in South Africa and abroad. As an officer in the then SADF, Koos also has extensive military operational experience and has firsthand knowledge of the performance of vehicle product systems in operational conditions.

Brig. Gen. Osman has experience in Command and Leadership having served as a Brigade Commander of an Infantry Brigade in the Sudan Army. He also served as a Battalion Commander, a Company Commander and as a Platoon Commander. The Brig. Samuel Paunila Heads the Ammunition Management Advisory Team (AMAT), a Geneva-based joint response mechanism of the GICHD and United Nations SaferGuard Programme. In 2013–2018, Mr. Paunila was responsible for the GICHD’s activities related to explosive weapons, residual explosive contamination and ammunition. In 2003–2012, Mr. Paunila directed humanitarian mine action, ammunition disposal and armed violence reduction programmes with Danish Refugee Council in Africa, Asia and the Middle East. Prior to this, he supervised explosive ordnance disposal and ammunition engineering operations and peacekeeping units with Finnish Defence Force. Work has taken him to over forty countries with longest missions in Afghanistan, the former Yugoslavia, Sri Lanka and Uganda. First graduated as ammunition and weapon systems technical officer, Mr. Paunila holds BSc in automation engineering and MSc in Resilience from Cranfield University, Defence Academy of the UK.

Hon. Col. Charles Okello-Engola is married and holds a Bachelor’s Degree in Development Studies (2008-2010), and a Master’s Degree in Public Administration & Management (2011-2013). Colonel Okello-Engola is a Ugandan by nationality, born on December 10, 1958. He began his Military career as an Intelligence Officer of the 13 Infantry Battalion in 1982. He later served in many capacities that included among others; in 2005 he was appointed as a Brigade Commander of Artillery/Air Defence, thereafter, he was in charge of the Artillery/Air Defence School. Col. Charles Okello has also served in the capacity of Artillery & Air Defence, Operations & Training Officer. He was also appointed the Commander of the 1st Division Artillery and Air Defence. Worth noting is that Hon. Col. Charles Okello had also served in other capacities that included being a Sector & Brigade Commander – 501 Brigade. On leaving the Forces, Col. Okello-Engola joined electoral politics where he was elected as the District Chairman (Apac in 2006 and Oyam, 2007-2016). In June 2016, Col. Okello-Engola contested for a Parliamentary seat which he won and was appointed Minister of State for Defence by the President of the Republic of Uganda and Commander-In-Chief of the Uganda Peoples’ Defence Forces (UPDF) H.E. General Yoweri Kaguta Museveni.

He once held a position of Director General for the Directorate of Policy Planning & Research in the Ministry of Defence & Veterans Affairs (MOD&VA) in the year 2016/2017 before he was transferred back to the SPLA GENERAL HEADQUARTERS for service. Furthermore, he served as a Director in the office of the President and once as a Director for Logistics, SPLA. He is also tasked to Chair the Security Sector Review Committee of the Republic of South Sudan. Besides Military Career, Lt. Gen. Johnson had the opportunity to serve as a politician. He served as a Deputy Governor and Care Taking Governor of the Former Eastern Equatoria State in the Republic of South Sudan.

Maj. Gen. Buik graduated from the Federal Academy of Public Administration and completed a senior degree in public administration and police sciences at the German Federal Police University. Brings 43 years of policing and law enforcement experience at national and international levels. Served as UNSOM Police Commissioner from 2015 to 2018, before joining the SPC. Prior international experience includes positions with the United Nations Interim Administration Mission in Kosovo (UNMIK) in 2002, with the United Nations Hybrid Mission in Darfur (UNAMID) through the “heavy support package” of UNMIS from 2008 to 2009, with the European Union (EU AMIS 2006 – 2007 and EUCAP Nestor 2012 - 2013), and with the OSCE (KVM 1998 – 1999). Prior to his appointments in UNSOM and SPC, was responsible for covered operations as Head of Special Branch of the German Federal Police.

Irvin "Irv" Hicks Jr. serves as the Foreign Policy Advisor (POLAD) for the Combined Joint Task Force-Horn of Africa. In this position, he advises the Commanding General and his staff on foreign policy matters related to the command's mission and activities in East Africa. Mr. Hicks joined the Combined Joint Task Force-Horn of Africa (CJTF-HOA)'s leadership team on September 26, 2018. Mr. Hicks most recently served as Deputy Chief of Mission for U.S. Embassy Nouakchott, Mauritania. Mr. Hicks' Washington, D.C. assignments include the Office of Management Policy, Right-sizing and Innovation, as well as the Africa Bureau where he served as a Management Counselor rover where he supported U.S. missions in West Africa engaged in the fight against the Ebola pandemic. Prior to joining the State Department, Mr. Hicks worked for several non-government agencies that included the African-American Institute, Entrepreneurs International, and the U.S.-South African Leadership Exchange Program. He also served on Senator Edward Kennedy's foreign policy staff, and worked as a corporate executive for General Motors' Africa and Middle East Operations. Mr. Hicks has served as Management Officer for U.S. missions in Guinea, Gabon, Sierra Leone, Nigeria, Mauritius, Brazil and Burundi.

Her current team’s mandate is to broker niche cutting edge technical services of Armscor to Government Departments nationally and to foreign clients, to bring in new revenue to the national fiscus. Rakhee’s strategic management expertise include Business Development, Acquisition Management, Quality Assurance whilst technical specialist areas are chemical and software engineering particularly in the Defence and Governmental sectors.
